[Giveaways Module] Implement a minimum required entries to successfully draw and/or add manual draw

Hello,

so, if a giveaway is started, before starting we select how many entries need there to be at the moment of drawing winners and if current entries are lower than that constant for a giveaway, it will not draw winners because we did not reach minimum required entries.

Potentially, we could also have a Manual Draw where where we could like in giveaway setup first select "Giveaway mode: MANUAL/AUTOMATIC"
If we select MANUAL, then we don't need to define end time of giveaway, it will stay there forever until admins draw it manually (potentially show [draw] button for groups which have permission to see it on giveaways page)

I think both of these options should be considered and not to look at them as alternative to one another, but separate features, because 1st option is about AUTOMATIC giveaways drawing, and the 2nd one is about MANUALLY drawing, totally different things, maybe someone want to have it automatic and to set min. required entries

1. implement minimum required entries for giveaway to draw winners (otherwise, when draw time is happening it will say "did not draw winners, did not reach minimum entries requirement for this giveaway!")
2. implement MANUAL mode (for manually drawing winners at manual time)
